Zafer Development Agency (ZEKA) was established by the Decree of the Council of Ministers dated 14/07/2009 and numbered 2009/15236 in order to serve in the region TR33 consisting of Afyonkarahisar, Kutahya, Manisa and Usak provinces. The headquarter of the Agency is located in Kütahya and the Agency operates in other provinces through investment support offices. ZEKA is the coordinated institution of the Ministry of Industry and Technology along with 26 development agencies in Turkey and carries out its activities within the scope of the Law No. 5449 on the Services of Development Agencies and the Sixteenth Section of the Presidential Decree No. 4.
The founding purposes of the agency are defined as boosting the active cooperation between the public sector, private sector and non-governmental organizations; ensuring the proper and effective use of resources and mobilizing local potential; and accelerating regional development in line with the principles and policies envisaged in the national development plan and programs. Accordingly, Zafer Development Agency has been carrying out its duties to ensure the local and regional sustainable development of Afyonkarahisar, Kutahya, Manisa and Usak provinces since its establishment.
Investment Support Offices, as significant units of the Agency, aim to coordinate and facilitate the operations and transactions related to investments, to promote business and investment opportunities of the 4 provinces of the region, to provide effective and rapid access to local networks and to provide guidance and consultancy services to local and foreign investors. These services offerred are all free of charge so that the productive capacity of the region as well as the country would increase.
